PROCLAMATION OF THE BILL OF RIGHTS
FOR CITIZENSHIP IN THE DIGITAL ECONOMY
Whereas, the City of Philadelphia – our nation’s first capital – has served as a source of innovation for more than three hundred years;
Whereas, it is acknowledged that the basis upon which our City and region’s ability to remain competitive in the digital economy rests on access to talent, and our ability to provide a high quality education that prepares all of our children and youth for success in college and careers in the digital economy.
We, the stakeholders recognize that the City’s children and youth are our greatest asset.
We, therefore, commit to
Ensuring that all Philadelphia children and youth can become full digital citizens with equity and
access to the digital economy;
Providing high-quality computer science education essential to ensuring the rights of digital
citizenship for all Philadelphia children and youth; and
Preparing all Philadelphia children and youth with the necessary knowledge, skills, and abilities
to participate in the digital economy; to be creators in the digital economy, not just consumers;
and, to be active citizens in our technology-driven world.
